They might prefer to delegate others to do their action for them.

What are the "intrusive" features of the setting? Wind, sun, rain, air freshener, a stereo playing softly-- what can occasionally enter the character's consciousness and cause her to move or get up and close a window or cough into a handkerchief? What is going on emotionally, and how can you show that in action? This is especially important in interactions between characters. Body language can show if it's a positive or negative dynamic, and any change that takes place during the course of the scene.

And that's only about a quarter of them. But when it comes to action words, always go for precision over drama. Good prose doesn't need to draw attention to itself. There's nothing wrong with "he walked across the hall" if that's what he did. You shouldn't use "stalked" just because it's more vivid. Did he stalk? If you use that, you're drawing attention to the way he walked, and making the reader think that he's probably angry or offended. Do you want to do that? If not, just use "walked". It's enough that he's up and moving, instead of floating in space the way passive characters so often do.
