Ltd The distinction between citizenship as an identity and identification with other polities was, of course, of the greatest importance to sovereigns who wished to bring an end to the destructive violence of the Thirty Years’ War. In order to preserve major dynasties and the wealth associated with them, interstate law institutionalised a difference between state-initiated collective violence (war), on the one hand, and non-state-initiated violence (crime) on the other.

Any discussion of the relationship between individuals and states in global politics runs up against an apparent paradox. On the one hand, individuals today are probably more fully protected by international law and humanitarian norms than at any historical moment since the Thirty Years’ War, On the other hand, as 11 September illustrates, civilians may be at greater risk of violence than they have been for centuries. This leads to another paradox: on the one hand, human-rights activists seek to limit sovereign claims against domestic interference and humanitarian intervention, while, on the other, the erosion of state authority and capacity are accompanied by growing abuses against innocent civilians.
